The cable is only for sale, as stated in the title. Uprev Cipher software is a free download off their website. Joe (2J) can upgrade the cable for you to a tuner (at a discount) and add a license to it if needed. The cable also provides the ability to not have to send your ecu out for a tune upgrade forgoing the downtime.
